"Atmospheric noise, SEA return, and precipitation complicate radar interpretation by producing clutter. Clutter is usually strongest near the vessel. Strong echoes can sometimes be detected by reducing receiver gain to eliminate weaker signals. By watching the repeater during several rotations of the antenna, the operator can often discriminate between clutter and a target even when the signal strengths from clutter and the target are equal. At each rotation, the signals from targets will remain relatively stationary on the display while those caused by clutter will appear at different locations on each sweep."
