Following up this article.. Tepco “Brown material from fuel is the dirt of reactor4 pool”.
In the press conference of 11/25/2013, Tepco admitted reactor4 pool had unexpected amount of
“dust”. The specific contents of “dust” were not announced.
According to Tepco, the dust was even inside of the assemblies. It decreased the visibility of water to load the fuel in the container...LINK
